The Office of Park and Cultural Resources provides quality leisure experiences for Elkhart area citizens and enforces all provisions of city ordinances and site statutes regarding public parkland and facility use. The division is administered by the Board of Parks and Recreation, and departmental transactions are primarily accounted for in the Park and Recreation Fund. The Board of Parks and Recreation is composed of four members, with the president of the Board serving as the presiding officer of the Board. Each member is appointed by the Mayor and serves a four-year term. The Board receives the budget, holds any hearings required by law and approves the award of all contracts. The Administrative Division provides all general services to the Board, planning, labor relations, data processing, property management, public information, grant administration, accounting, personnel, construction and design, as well as recreational programming. The Building and Grounds Division is responsible for the care and upkeep of twenty-four major parks and all other city-owned facilities. It is also responsible for maintenance and improvements to park facilities. The Recreation Division consists of part-time and seasonal staff whose duties include carrying out the programming goals and objectives.
