Regulatory Affairs

The primary goal of the Regulatory Affairs Division is to ensure that rational, cost-effective, environmentally beneficial approaches are incorporated into regulatory measures that affect the operation of the Water and Wastewater Utility. The work performed in this division falls under five initiatives:
  1. Tracking of environmental regulations related to wastewater, drinking water, surface water, storm water, biosolids, air and hazardous substances.
  2. Providing assistance to Utility management and staff on interpreting applicable rules and regulations.
  3. Developing local regulatory measures, and implementing plans and policies to maintain compliance with environmental rules and regulations.
  4. Maintaining an open dialogue with the public on the regulatory initiatives and goals of the Utility.
  5. Continually seeking cost-effective, innovative ways to operate the Utility while promoting a healthy environment through special projects and grants.
Currently, the Regulatory Affairs Division employs one person, Sarah Mitchell, the Regulatory Affairs Director for Elkhart Public Works and Utilities.
