Controller's Office

The Elkhart City Controller's Office is responsible for the smooth flow of all financial transactions. This includes all accounts payable and receivable, budget preparation, and administering payroll, licensing programs, employee benefits and coordination of all city investments. An advanced general ledger accounting system is coordinated by computerization for all systems reporting in this office.

    On Monday, the Finance Committee of the Elkhart City Council began budget hearings for Fiscal Year (FY) 2018. Mayor Tim Neese has proposed a $74 million budget, which equates to approximately $1,423 in spending per resident.

    Residents looking to purchase a dog park membership or obtain a building permit in the city of Elkhart will soon be able to do so via credit or debit card. Mayor Tim Neese announced the change today which will be effective citywide by the end of 2017.
