1.  Building Commissioner, Office of Development Services; Up to $67,954 Salary

The Commissioner of Buildings oversees building and code enforcement within the City performing such duties according to the International Codes adopted by the State of Indiana and the Elkhart City Council. The department shall be in the charge of the Commissioner of Buildings, who shall be appointed by the Mayor.

2.  Director, Office of Development Services; Up to $74,965 Salary

A mayoral appointment, the Director serves as a direct report to the Mayor and is accountable for implementing the vision for development in Elkhart.  Responsible for the efficient operation of activities of the Department of Development Services, including public planning, economic and community development, zoning and annexations, code enforcement, building inspections and permits to promote development in the City.  Responsible for all current rules and regulations governing community housing programs.  Responsible for management of the City of Elkhart Tax Increment Financing (TIF) Districts and related plans.  Primary staff for City of Elkhart Redevelopment Commission.

3.  Central Garage Department Head, Central Garage; Up to $70,752 Salary

A mayoral appointment, responsible for establishing the policies and procedures for the acquisition, maintenance, and repair of the City’s motor fleet and for supervising motor fleet operations.  Supervises, directs, and schedules all operations of Central Garage as it relates to preventive maintenance and all phases of repair work on City of Elkhart’s vehicles and equipment. The Central Garage Department Head will also be in charge of developing experienced mechanics and methods for working on City equipment.

4.  Corporation Counsel, Legal Department; Up to $88,655 Salary

A mayoral appointment, he/she provides legal counsel and representation to public officials, employees, boards and commissions of the City relating to the affairs of municipal government.  He/she supervises all litigation before any courts, administrative bodies, and arbitrators, and litigation settlements.  Incumbent must reside in Elkhart County.

5.  Electrical Technician - AFSCME, Public Works and Utilities; Up to $23.78 Hourly

The purpose of this position is to perform skilled electrical work including, but not limited to installation, inspection, modification, troubleshooting, repair and maintenance of the utilities electrical wiring, power system’s and equipment.  Participates in the rotation for being on-call for after hour emergencies.

6.  Legal Assistant, Corporation Counsel; Up to $43,414 Salary

The person in this position performs various tasks assigned by the Corporation Counsel and City Attorney.  These tasks include, but are not limited to following:  drafting ordinances, resolutions, pleadings, contracts, memoranda, and other legal documents; advising attorneys about upcoming legal deadlines; staying informed of legal matters handled by attorneys within the Law Department (“Office”); processing ordinance violation cases through the ordinance violations bureau and Elkhart City Court; processing lawsuits and tort claims filed against the City, including notifying the City’s insurance companies; maintaining records of purchases made by the Office; and performing legal research for the attorneys and various city departments.

7. Utility Accountant - Public Works & Utilities; Up to $59,389 Salary

Responsible for identifying opportunities for collaboration of financial activities to promote and enhance effective, efficient and accountable operations.
